57138 - Chatzilla toolbars doesn't reduce as Navigator's

When you reduce Chatzilla toolbars (menu bar, icons bar), they reduce on their
own line. All Navigator's toolbar reduce to only one bar with multiple toolbar
dropdown.

Steps to reproduce :
* In Chatzilla :
   - click on the left of the Options menu. The bar reduces to a "toolbar
dropdown" line.
   - click on the left of the *client* button in the tool bar. The bar reduces
to a "toolbar dropdown" on a separate other line.

* In Navigator :
   - click on the left of the File menu. The bar reduces to a "toolbar dropdown"
line.
   - click on the left of the toolbar. The bar reduces to an other "toolbar
dropdown" on the SAME line as above.

'Tis true on 2000101704/Win98... probably an All, but I don't have Linux or a
Mac to test with.
