per-item privacy for milestones
(ability to restrict visibility to internal group on a per-milstone basis)

ie: Product group access controls are already public, but want to hide/show certain targets - this should not make the entire bug private, just the ability to see when it's slotted.  

(In our case we've modified our bz instance to hide all the targets, but we'd really like to publish just the next upcoming.)

similar to bug 566649 for keywords (which I'd say has a higher need, milestone use case is lower/pretty much for those who display additional data in milestone like planned ship dates etc)

IMO, it doesn't make sense to hide the target milestone when it has some values. This is totally confusing. Personally, WONTFIX.

Thats fine, like I said the use case for others is low, this is probably gonna be done for us by Max regardless, just have to decide if you want whatever completed work upstream in the core product.
