The tabs on top menu selection, which according to the press is designed to resemble Chrome, puts the tabs above the navigation toolbar, but pointing down instead of up. This does not appear to be intended, as the screenshots of Firefox 4 under Windows has the tabs on top pointing up, not down.

That's on Windows. On Mac, the tabs are still displayed below the location bar, and point down. For the users that select tab-on-top, there needs to be done a bit more work.
