58049 - Menus don't work in image map editor

To reproduce:
* From the Image Properties dialog for an imag map, open the image map editor.
* Try to open any of the menus.

What happens:
* Nothing. None of the menus can be opened.

What should happen:
* The menus should be available for use.

This bug should be dependent on the new UI being worked out in bug #56673.  I'm
guessing we can't fix this bug until we aren't in a modal dialog.

Reassign to Brian for now but it maybe should go to Dan?

For Modal Dialogs, Menus don't work anywhere in mozilla on Mac.  No menus are 
accessible from the image properties dialog and no menus are accessible from the 
image map editor dialog.  There should be another bug on this issue somewhere 
(certain items like the Edit menu *should* be available).

The menus still look enabled but don't work in build 2001050314. The Apple, 
`Edit', and `Help' menus should work (bug 21296), and the rest of the menus 
should be disabled. As described in bug 56673, dialogs should not have a full 
set of menus of their own.

In short no, it's not accessible. It was switched off around 0.91:
See bug #82802 about switching it off and bug #84303 about switching it on.

There is still a button in the image dialog for removing image maps, but that is
the only UI.

Marking as Invalid. Image map editor was disabled 2 years ago and we no longer
support Mac Classic.
