Three parts:
1.  Users who submit an email address with their crash should be emailed on or soon after submission with support information.
2. When new support information is available, provide support for emailing users who submitted at least one crash related to that support information.
3.  When a fixed bug is shipped in a release, provide support for emailing users who submitted a crash related to that bug.

2. and 3. will be part manual processes - more details in their respective bugs.

bug 530518  shows a case where signature alone is not enough to target the right set of users to get an e-mail.   we may need an additional requirement where we can have refined search criteria to isolate the right set of reports.

In the case of bug 530518 the matching criteria would be

 signature = KERNELBASE.dll@0xb727
 module list contains TFPUPWDBankEx.dll
 version info for TFPUPWDBankEx.dll matches 1.0.2.[78] or 1.0.2.1[256] or 1.0.2.21
