587148 - Confusing behavior moving between tabs / app tabs

This is a bit hard to describe, so here's a way to reproduce what I'm seeing.

1. Create two new app tabs and create them as a separate set
2. Create a new tab set. The two app tabs you created are visible here, as well as a new tab. You should have two app tabs and a new tab visible in this window.
3. Hit the "previous tab" quick key twice.

When you move into the app tabs, the new tab created in step 2 disappears, and as far I as I can see, you can't "next tab" back to it.

This is pretty confusing behaviour. Maybe the solution here is to not include app tabs as part of the "previous/next" tab cycle?
