when i resize the windows of mozilla
and when the window is small enough, the vertical scroll bar is not shown

Reproducible: Always
Steps to Reproduce:
1.open a page
2.resize it
3.and the vertical bar is not shown

Actual Results:  nothing, just that it s not shown

Expected Results:  the scroll bar should be shown
