On the 1st screenshot the mouse is over the tab scroll button.
On the 2nd screenshot the mouse is over "Open New Tab" button. There is no border around it, like it is in the 1st case.
And some ugliness is also present, when none of those 2 buttons is hovered:

Reproducible: Always

Steps to Reproduce:
1. Detach "Open New Tab" button.
2. Mouse over it.
Actual Results:  
It is not being indicated anyhow.

Expected Results:  
It should be bordered.

This bug is present for Windows XP with classic theme and default Fx theme.

Sure, it's so **** hard to fix that issue instead of tracking duplicate reports about it.
Come on, I fixed it easily with just a few lines of CSS.
