Both app tabs and chrome tabs require the toolbars below the tab bar to be hidden.
However, we need to consider the possibility that people have put the back and forward buttons, the reload button, the stop button, the awesome bar, the search bar and the bookmarks button in the tab bar or the title bar. If they have, they might need to be hidden as well.

I'll add a request for this to be blocking, since it seems to be a needed feature.

The mockups for the new add-ons manager show that most of the Chrome is hidden.

Actually, you're right. That's handled by bug 571970.

You might want to mark this Bug 585445 as a dependency on yours.
As for the mockups for the AOM, I have no idea what the plan is, but outside of the App Tabs I've heard nothing about Chromeless Tabs, thus I assumed in-content UI would all be handled by App Tabs, however bug 590103 was pretty much shut down on the first comment.

Actually, this is a dup of bug 585445, because the intention is basically the same. Sorry about that.
