If user creates app tabs from multiple panels in Tab Candy, clicking on an app tab opens its corresponding panel into view.  After a browser restart this functionality is missing until Tab Candy is activated using the key command or button.

Reproducible: Always

Steps to Reproduce:
1. Populate at least two Tab Candy panels and make an app tab from each;
2.  save and restart FF4b4 - the tab bar shows the contents of the last open panel;
3. click on an app tab from a different panel - the view is not switched;
4. activate Tab Candy using keyboard or button;
5. select a tab - only the tabs from that panel are visible;
6. click on an app tab from a different panel - the view is switched.
Actual Results:  
Tab Candy view switching with app tabs functioned in one way before restart, and a different way afterwards.

Expected Results:  
View switching should be consistent through a restart, i.e., clicking on an app tab should always (or never) activate its respective Tab Candy panel.

How app tabs will be handled in tab candy is being worked on in bug 578553.
