59133 - Message are not copied when the folder to copy to has a JA name(POP only)

Steps to reproduce:
- make a new folder with JA name under the POP account;
- drag/drop message to a new folder;
//note: message is not copied, folder is empty
(it doesn't happen on IMAP)

It seems that this bug was filed based on the finding in
Bug 43400. The problem occurs when Japanese names are
used for mail folder under the US Windows according to
Bug 43400 with 11/4/2000 MN build.
This then is probably a duplicate of Bug 39757 which
asks for the ability to support mail folder names
in languages like Japanese under US Windows.

Note that since we don't currently support Japanese names or
other language names under US Windows, if you try to
copy into such a folder, we probably get unpredictable
results or errors.
