That bug just removed code that was no longer used. Well, that's all it was supposed to do. So it shouldn't have changed anything. Bisecting to a particular changeset would be useful here...
I bet bug 579621 is what caused this. I think bug 589529 should fix this.

It removed a widget from the sidebar. Doing essentially the same thing for the sidebar that bug 130078 did for the content area.
I confirmed a strange phenomenon in the latest nightly Minefield. It happens only on Minefield. If mouse pointer is inside the red region(lower part and right part of the screen), then scroll works.
I used a laptop of Sony, but downloaded a driver for trial from the site of TOSHIBA. http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/download.jsp?soid=2104279 Then, the problem seems to be fixed.
