If you have multiple tabs in multiple windows and you go in Panorama mode, you will get a single window with all tabs aggregated when you get out of Panorama mode.
Steps:
1. Open three windows and a few tabs within each window
2. Focus one window and click on the Panorama button
3. Select one of the tabs
Expected: I go back to normal browsing mode in the window that contained tab, with the chosen tab focused.
Actual: You go back to normal browsing mode, the tab has focus, but all other tabs are now in the same window.

we should block on design issues with the all-windows approach. however, this is just a good ol' bug. marking blocking-, but blocking the all-windows bug. if this bug still exists after it lands on m-c, then re-request blocking.

We'll use tabcandy-central only as an archive and will re-write the "all-windows" approach.
