Bug 553455 introduced doorhanger notifications for extensions being installed by the user that required a restart (with the notification coming from the site that also prompted to the user if they wanted to do the install). And subsequently we started showing site level notifications when the user was doing a local install (?). This doesn't really make any sense, since the active might be a random site like espn.com, and there isn't any reason for it to be propducing a cartoon speech bubble to tell the user that they need to restart Firefox in order to install their local add-on. Until we get home tab snippets, I recommend that we revert this notification to a traditional dialog box, since it is a browser level message that does not involve any of the web sites that the user may have open.

Alex, renom if you disagree but I think this is a relatively rare case that although a bit confusing right now isn't bad enough to warrant blocking.

Agreed (I didn't nom), we do really need to make sure we fix this eventually though.
