I doubt that enough users want this option, "Bug 67089 - Add inline as an option when replying to messages - "corporate headers"" is proceeding slowly since 2001 without a solution in in sight. IMHO an appropriate solution would be to use add-ons like discussed here <http://askubuntu.com/questions/173505/how-do-i-make-thunderbirds-reply-format-look-like-outlooks>. Or may be " ReplyWithHeader 1.3" <https://addons.mozilla.org/de/thunderbird/addon/replywithheader/> can be a solution?
"I doubt that enough users want this option". A lot of people complained about the fact that when we do a reply, we cannot have the "forward-quote header". I had just created this issue to permit the solution with an option - so it work as before if you don't set this option. If you prefer to have a lot of addon ... that's your choice. I stop playing with this issue ...

The ReplyWithHeader addon has 6615 users and is currently no longer compatible with Thunderbird 78.
This feature should be easy to implement, because it's already there when forwarding a message.

Hoping this can be formalized as part of the application as well! (Not sure if there is a way to log votes in Mozilla Bugzilla....?) I was happy to see the add-on exists (many thanks to its developer). That being said, it makes sense for this simpler feature to actually be integrated with the core application, as equivalent support exists (when FORWARDing), and it provides some critical context and tracking information to conversation histories. Perhaps even makes sense to default as ON with option to turn OFF.
RWH being addressed by an add-on, and being maintained independently, means the basic tracking data it addresses is at-risk of breaking with each release, as is the case with TB 100.0b2. (Bug 595696 led me to this ER... would love to add my vote.)
