Arrow keys should not skip app tabs in Panorama
Seen on nightly builds of Minefield for 20100915 While in tab view, use the arrow keys to cycle through tabs. App Tabs are skipped. I suppose with the implementation that app tabs are shown in all tab groups, makes this correct behavior. However, I think app tabs should be arrow'd to in some way. Perhaps app tab display is over-redundant, by including them in *every* tab group. A couple thoughts I had on this was. Make a distinct group for app tabs. (just make sure they all appear in Browser view with any group of tabs) Or Display App tab icons only in the focused group in Group View.

Tracy, we have two different bugs going on here. The first is using the arrow keys to navigate to app tabs. That's for this bug. The question of how we implement app tabs inside of Panorama is for another bug. As for the design, the arrow keys should not skip app tabs.
