On Windows Vista & Windows 7, you see animation and fading effects on buttons, scrollbars and other elements. But this is not present in Firefox.

Reproducible: Always

Steps to Reproduce:
For reproduce this, you should have activated "Animate controls and elements inside windows" in "System preferences".

1. Put the mouse cursor on a scrollbar.
2. Quit the mouse cursor.
Actual Results:  
You don't see any fading effect between hover and non-hover state.

Expected Results:  
You SHOULD see a fading effect between hover and non-hover state.

To verify that this is wrong, open a window in the Windows explorer, and go to a location that has enough files to display the scrollbars, and do the same steps.

This affects any other controls and elements inside windows, like buttons, progress bars...
