598100 - if about:sync-tabs is empty, display a note saying nothing found

We should add something to the about:sync-tabs when there are no actual tabs sync'd from other computers yet.   Just showing a blank screen with a search box looks empty and can create all sorts of unanswered questions for the casual user (where's my data?)

Repro:
1) install trunk nightly with Fx sync
2) create an initial sync account, but do not sync anything back from another client
3) open about:sync-tabs, and verify since there are no open tabs there, no data is shown.  however, we show a search box, and a lot of empty space.   Instead of emptiness, have a note saying something like "There are no Tabs sync'd from other computers at this time"  or something.

Expected:
- A text or note saying there are no tabs that have been sync'd yet in the blank space

Actual;
- just emptiness
