If performance data is available, we should display it on the detail and search listing pages.  The front end mockups are:

The rule to show the message if the slow down is >=30% (and substitute in the correct number).  The "Learn more..." link will go to an FAQ anchor about perf testing, see bug 599134

Potch can do this no problem.  If you'd like to wait for the backend data to show up, that's fine - right now it's not there.
