601321 - Focusring still appears if tab is used and then clicking a link with the mouse

Bug 418521 changed the behaviour of outlines when clicking a with mouse, eg to
not show the outline on mouse click. But if 'tab' is used once (to a form control) and then using the mouse click links, the outline/focus ring is showing.

(with FKA turned on)
at UI level on 10.6, open System Preferences > Desktop and Screensaver. Select the Screensaver pane and tab to any control. Then mouse click on the link near the bottom.
AR: no focus ring on the link.
(if you 'tab' to that link, you get a focus ring; that is expected)

This matches the behaviour of WebKit based browsers (and Opera 10.7a) with attachement 480107 (test case in bug 601122)
