After bug 554937 lands, we should factor out the styles used for buttons in the doorhanger notifications (bug 577927) to apply to buttons in all arrow panels.

They should look like they do in these mock-ups:

No, it isn't, it just seems like it because right now we only use split buttons in arrow panels. The style for split buttons in arrow panels is different than the general style. This bug also affects normal buttons, not just split buttons, since they look different in arrow panels (an example of how they are different is the current style of the buttons in the site identity/edit bookmark panels on OSX, although that style will be updated in bug 577931).
