STEPS TO REPRODUCE:
1. Load URL (a mxr string-search for "about:memory", which takes a little while to load for some reason)
2. Note progress bar completion on Location Bar.
--> It's at about 50% for me.
3. Switch tabs. Note progress bar completion on top of the original tab.
--> It's at about 50% for me.
4. Switch back to your original tab. Look at location bar again.
EXPECTED RESULTS: Progress bar should still be (at least) at 50%, to match its completion before we switched away, and to match its completion on the tab-header.
ACTUAL RESULTS: Progress bar in URL bar looks like it's barely started, when I return to the tab. It looks like it's maybe at 5%.

Here's a screencast. Note that when I load the testcase, the progress bar quickly goes to ~50%. Then when I switch tabs, it moves to the top of my tab, and it's still at 50%. Then when I go back to the first tab, it jumps back to the progress bar, but shows virtually no progress at all for some reason.
