Thought there was already a bug for this but I couldn't find one.

The stub installer should off the top of my head:
* download the latest version.
* verify the downloaded file is safe to install (e.g. verify a signature,  certificate, or similar).
* download the correct architecture (e.g. 32 or 64 bit). I'm somewhat concerned that some users will want to install 32 bit on x64 systems which will need to be handled outside of this bug.
The moment this bug appeared on IRC there was unanimous and strong feeling against it being the default. Will it be?
The discussions I've had with with Firefox drivers regarding this have centered around being able to automatically choose the correct architecture for the user after Firefox x64 is released which isn't going to happen for the Firefox 4.0 release. The complete installers will still be available though they would likely not be the one offered from the main download page and would require navigating to a different page similar to downloading an installer for a different locale.

What ever the case... this bug is just for creating the capability and it will be up to Firefox drivers to decide how best to present this to people trying to install Firefox and with Firefox x64 for Windows not being released for Firefox 4.0 there is still quite a bit of time to figure out what the best way to provide this if at all to people wanting to install Firefox.
The page containing the stub installer should contain a link to the non-stub installers that is not difficult to find.  Making it hard to find will harm those looking for specific releases.
Sounds good but that has nothing specifically to do with this bug and I don't want this bug about implementing the stub installer to end up with a bunch of comments about how the user interaction on a web page should / should not be designed for downloading the stub installer.

If / when the code for a stub installer is written, it becomes part of our build process, and it is ready to be provided to users you can then provide guidance in the dev.apps.firefox list or file a Websites bug regarding these things.

To put it bluntly discussing how the stub installer is provided on a web site in this bug to implement the stub installer is not only putting the cart before the horse it is putting the cart before the horse that won't be born for quite some time yet.
