Details

Obvious bits, but need to flesh out and document as actual test cases.

* quotas
* TTL (may need a modified client)
* 1.0 backwards compat
* works if 1.1 API is sent by client (can test by setting services.sync.storageAPI to 1.1)
Will we be shooting for Thursday (10/18) or Friday (10/29) for this testing?  later?

We're not ready for actual testing yet - still need to deploy to the dev servers. But this should give us a framework for making sure we're on the same page
