615986 - Always provide a link for disabled addons/libraries on the dashboard

To reproduce:
0.For this bug, make sure you have no addons/libraries disabled previously. Whatever you disable now, should be your first. 
1.Login to your account and go to your dashboard.Make sure that you only see two links on the left hand side of the page - "Your Addons" and "Your Libraries"
2.Disable any addon/library.
3.Wait for the green notification box to go away.

Now, I have to refresh the current page to see the link for "Disabled Addons" or "Disabled Libraries" so that I can access the recently disabled addon. Rather, it would be good if we always show the link on the current page even if there are no disabled addons/libraries. We can just do "Disabled Addons(0)".
