tabs don't rearrange like they should in panorama

the only tabs that you can rearrange in panorama are the first two tabs, beyond that, when you try to rearrange any other tabs, they move to the first tab slot
Reproducible: Always
Steps to Reproduce:
1. have at least five tabs open
2. open panorama
3. try to rearrange any of the tabs, excluding the first two
Actual Results:
only the first two tabs can switch position, any tabs after the first two positions move to the first position, example:
this is what you start off with
(A) (B) (C) (D) (E)
if i move Tab (D) to be where tab (C) is, this happens
(D) (A) (B) (C) (E)
however i can move tab (A) back to the beginning because of this error, so basically in its new position you can move (D) and (A) between first and second positions all day long
Expected Results:
you should be able to move the tabs to any slot, for example you have slots:
(A) (B) (C) (D) (E)
i should be able to move my tabs around in panorama so it looks like this, or any other combination:
(D) (E) (A) (C) (B)
i found this to be the case on two of my computers running the same OS
