Prerequisites: Use vkb.

Steps to reproduce:

1. Start Fennec. about:home or about:firstrun is loaded.
2. Visit google.com (use current tab or new tab to open this page)
3. Open a new tab.

Expected results:
With step 3, focus is in URL bar, VKB pops up and stays on screen.

Actual results:
With step 3, vkb pops up but is dismissed quickly afterwards.
