Right now, these are set by having mozilla_personas in the db's meta field, which is causing an issue in bug 619105, so I've created a new trio of functions in storage.php that create a new meta tag to separate featured personas from mozilla personas.  I need someone from webdev to come review it though, and haven't gotten the patch up since I haven't got svn setup on this station yet.  Will soon :)

Having some issues with svn, patch was just some code tacked on to the end anyway, so put it up in a txt file for now.  Will get a proper diff up once I get svn to cooperate with me.

Anyway, essentially copies of the functions already in place that create and filter for the mozilla_personas, just for featured_personas instead.
