"Close all windows" it's a menu item appearing by right clicking Firefox logo on Windows 7
When you have more than one Firefox window and close them all in that way, next time Firefox opens just one window
Reproducible: Always
Steps to Reproduce:
1. Have Windows 7
2. Open 2 or more windows of Firefox
3. Right click on the icon in taskbar and choose "Close all windows"
4. Launch Firefox again
Actual Results:
Just one window appears
Expected Results:
"Close all windows" should work as Exit and reopen all windows next time you open Firefox
Maybe Windows Vista is affected by this too

This maybe a bug in session restore and Close all Windows only shows up when your windows are combined on the taskbar, otherwise it will just says close window and only closes that one window.

You're right, it's a bug in session restore, and only comes up then it is enabled.
Several windows are combined by default in Windows 7, so i'm not mentioned that thinking it was obvious

You've just restored the P1... Also the blocking. Don't play with the flags, the devs will decide these.
