folder pane may seem "gone" after accidentally collapsing the pane - need min size on sidebar

Details
This is pretty much the same bug as bug 609245, but for the folder pane.
After collapsing the folder pane it's hard/impossible to get it back using the mouse.

I've already made a patch for this issue in Bug 618467. I'll update this patch to show the highlite 'glow'.
