This was added by bug 528472 for desktop showing some tooltips. I'd be happy to remove it if we can find a different way to suppress tooltips. Maybe we can using a pref? "browser.chrome.toolbar_tips" = false might do it: http://mxr.mozilla.org/mozilla-central/source/layout/xul/base/src/nsXULTooltipListener.cpp#192

Setting browser.chrome.toolbar_tips to false indeed prevents the platform code from looking for a place to display tooltips.
