- Submit a new add-on
- Go to step 3
Result: At Step 3. Describe Your Add-on:Select 1 or 2 categories that best describe your add-on:
There is "Search Tools" but option "Themes" is not present

Themes is not a category, but Search Tools is. Go figure.
