Reproducible: Always Steps to Reproduce: 1.Start FF 2.Open the Preferences dialog 3.Click the Content panel and uncheck "Block pop-up windows" 4.Click the Main panel and set "When Firefox starts" to "Show my windows and tabs from last time" 5.Close the Preferences dialog 6.Open this page http://hg.mozilla.org/qa/litmus-data/raw-file/tip/firefox/popups/popups_2.html 7.Click the HOME button on the main window 8.Close the main window using the X button once your homepage loads 9.Close all pop-ups using the X button 10.Click Firefox menu > Quit 11.Start Firefox Actual Results: The home page is opened. Expected Results: Only the main window should appear with a single "New Tab" tab.

This is a regression of bug 481090.
I'm guessing this is as designed and actually the way I would prefer it to behave. Paul, can you please advise? Thanks.

I'm pretty sure that's the desired behavior. If we don't have any windows when quitting we will open you a new one displaying the home page.
