I tend to agree, scroll arrows don't have tooltips anywhere else — in any case, it's probably too late to get any new strings in before Firefox 4.

I suppose this is about the overflow buttons when there are too many tabs on the tab bar. Are the buttons really obvious? The tabbar does not appear as a normal scrollbar. Confirming as the original report is true. So, what is the decision? Can anybody resolve?
