Administrators need the ability to activate, clone or delete single or multiple
testsuite in the TCM. The mockup is attached to this bug. The user
story is for admins to select a checkbox or set of checkboxes, select an action
in the combobox and then submit that action.

Activate:
* Once this action is selected and applied, the user should be able to not get the "activation required" page and be able to do normal operations of a "tester" or "admin" role.

Disable:
* Once this action is select and applied, the user should not be able to use any part of the TCM, but their results and actions performed should be available.

Delete:
* After this action is selected and applied, the user should be removed
from the database as well as the following:
1. test results reported are deleted
2. testcases created and in a draft state are removed
3. testcases created and in an active state are kept, but re-assigned to the creator of the test suite.
4. testsuites created are set to the product creator
5. testruns and cycles created are set to the product creator

Deleting users is currently not possible in the API. If we want it to be possible (with the cascade effects as outlined), we need to get that info to Vadim.

The delete actions seem a little draconian and represent a fair amount of complexity. I propose we punt user delete post 1.0.

Yeah, this doesn't feel like a necessary feature for 1.0. Moving back to "Future".
