STR: 1.Load https://addons.allizom.org/en-US/developers/addon/submit/1 2.Submit an addon and go to step 3 of submission process 3.Enter summary of the addon(exactly 250 chars) Note: Here the script will show the message "0 Chars left" at the bottom left side 4.Click Continue Expected Result: The page should be saved and proceed to step 4 in submission process Actual Result: Page shows error message for summary "Ensure this value has at most 250 characters (it has #)."

This works for me. I do think that it's actually checking for 251 chars and not 250 but I can't reproduce the bug as filed.
