Details

mpt and I agree that people train based on location, so items in the New>
submenu should be placed consistently.

The File>New> Submenu should show global items before component items.

Steps to Reproduce:
Get a build of mozilla. Run Mozilla [Component]. select File>New>

Based on the current implementation, a user has to look for menu items because
they are often in random locations.
Netscape nav triage team: per Alec Flett's pre-triage recommendation, this 
bug is nsbeta1-.  German - please analyze and renominate if necessary.
Keywords: nsbeta1-
Suggest wontfix. Ease of getting to the specific items far outweighs the 
importance of muscle memory in this case.
Suggest ignore mpt. Muscle memory matters here at least as much as in the 
context menus where mpt is arguing for it.
Also suggest wontfix.  I don't want to pass over global items to get to the 
specific items I need.
