Is there a valid reason we don't style the bar saying "This is a draft message" as a infobar? Strikes me as odd.

Please do re-design this as an info bar.  I think that makes a lot of sense and will remove this odd stranger of a draft messages bar we have.

Not putting up for review yet because:
a) not working on win and osx yet
b) I think this could work with a <notificationbox> thing in the xul, but there are some stuff I need to hack around first.

both seem somewhat off, I think this might be a matter of coding to use the existing notification bar that the phishing detector uses.
