Details

Allow developers to Delete Add-on/Library.

Add-on should be deleted from the database
Library - before deletion from DB check if it's not assigned to any Package. If so - Disable it. 

Disabled Library should be visible for Users who are authors of Addons and Libraries which do depend on it. Other than that it should be removed from any lists and searches. It should also return 404 for any other User.
