User-Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:2.0b11) Gecko/20100101 Firefox/4.0b11
Build Identifier: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:2.0b11) Gecko/20100101 Firefox/4.0b11

I am unable to reorder my bookmarks both in the bookmarks toolbar and in the bookmarks window.

Reproducible: Always

Steps to Reproduce:
To test it, add (say) 10 bookmarks to the toolbar, put a couple of separators in the middle, and try dragging and dropping a few of them in another order. Good chances are it won't work.
Actual Results:
Selecting a bookmark in a folder and dragging it in a new position not always works (no effect after releasing the mouse), or puts the dragged bookmark in a random position, swaps it with another bookmark, or otherwise moves other unrelated bookmarks.

Expected Results:
I was able to reorder my bookmarks as I see fit.
Do the symptoms given in bug 634902 match what you are seeing?

Could you see if the issue occurs...
- With a new, empty profile:
http://support.mozilla.com/en-US/kb/Basic%20Troubleshooting#w_make-a-new-profile
- Using the latest nightly:
http://nightly.mozilla.org/

Also, correcting platform, since your user agent indicates 32bit build (platform refers to Minefield build, not OS).

Hi,

it was happening also with a new profile in beta11. I however updated to beta12 today, and I cannot reproduce the issue any more at least here on GNU/Linux. It must have been fixed in between releases.

I have not tried Windows yet, but since the problem affected both platforms and now it has gone away for one of them, I am pretty positive it'll be fixed also in the other.
we could probably consider this a dupe of bug 626341
