In some situations, a new browser window will open to the content of the last visited page instead of the configured home page.


Reproducible: Always

Steps to Reproduce:
1.Configure for blank home page
2.Open any page in a browser window
3.Open error console (or other dialog)
4.Close the main browser window
5.Open a new browser window
Actual Results:  
New window opens to show content of the previous page when it was closed

Expected Results:  
New window should open blank
Status: UNCONFIRMED → RESOLVED
