Steps:
--------
1)Open in two tabs: https://mozilla.org, https://addons.mozilla.org
2)Pin one of the tab
3)Enter into Tab Groups view (Ctr+Shift+e)
4)Create a tab group by drag action

Result: Following issues are noticed:
-The pinned tab starts appearing in the new empty tab group created
-Come out of Tab Group view, shows the pinned tab only in a window
-Go into Tab Group and come out again: All tabs are visible again including Pinned tab

The behavior you describe is by design. If you were to add a step 5) create new tab in the new group, then you would be in a group with one pinned tab and one blank tab. App tabs that you create will be present in every Panorama group.
