We should allow directly linking to sections in the add-ons manager rather than the current hacky post-load-viewchange that we do now. Should be as simple as loading about:addons#addons://list/appearance.

Current WIP. Basically works, one test fails due to a test harness bug and it could do with a few more tests but otherwise this is basically done
