64198 - Home page doesn't open in browser on first launch

Description

seen on commercial builds for Win, Lin and Mac some time.  I had first commented 
on this bug in bug 61121.  Lisa suggested it is it's own bug.  

When launching the browser the location field shows the URL of what is selected 
as the Home page in Preferences but it does not load into the browser window.  
Hitting reload or clicking the home button then loads the page.  This 
functionality is not required on the smoketests, but it makes sense that the 
Home page a user has chosen would open upon first starting up the browser.

this behavior is *not* present in 2001010220 on WinNT.
i see my homepage in the location bar, and it loads. are you seeing this
behavior with the nightly builds?

I saw this on 

windows 2001-01-02-11-Mtrunk (windows 98)
linux 2001-01-02-08-Mtrunk (redhat 6.x)
mac 2001-01-02-08-Mtrunk (OS 9.0)

on linux commercial build 2001-01-03-08-Mtrunk

the behavior today is slightly different from yesterday. what I am seeing is 
as follows:

-open browser  (home page opens as expected)
-click on throbber (goes to expected netscape page)
-click on Home button in toolbar (home page doesn't load)
-click on Home button again (home page loads)

I didn't notice this on yesterday's builds using classic skin on each platform, 
but I am seeing it again on this morning's commercial builds with modern skin.

check that.... this seems to be working fine on subsequent launches of the 
browser

marking fixed, please reopen if anyone else is seeing a problem.  if not, please 
verify.
