Reproducible: Always

So basically you're asking for Tab Duplication across Tab Groups using CTRL + Tab Drag.

Interesting idea, though I am not sure how often I want to exactly duplicate a tab.

Can reproduce. The tab in fact is duplicated, but hidden somewhere and appears in a quite unpredictable place. So it's currently not possible to duplicate orphan tabs using this method.
