open the tab grouping. double click into free space to create new tab group. you will get into an empty tab. try to copy it by pressing ctrl and moving it to the right in tab bar.

it will not be possible to copy it like this; normally it can easily be copied.

So basically you're asking for Tab Duplication across Tab Groups using CTRL + Tab Drag.

not my idea; normally this is possible at least in Firefox 4.

Described a bug here.
Can reproduce. The tab in fact is duplicated, but hidden somewhere and appears in a quite unpredictable place. So it's currently not possible to duplicate orphan tabs using this method.
