This really stinks for those of us that had muscle memory to the menus and their contents; I've opened at least 10 links today in windows when I meant to open them in tabs.

Reproducible: Always

Steps to Reproduce:
Right click on any link.
Actual Results:  
Wrong menu order as described in details.

Expected Results:  
The old (3.6 and prior) menu order to appear.
