Our add-on recommendations were working great until Fx4 launched and then we had to turn them off. Let's come up with a plan at the all-hands so they scale for reals.

Plan:
1) Add an adjustable threshold for discarding POST requests. Let's start at 10% and see.
2) Garbage collect everything older than 1 month or untouched for a month. Whichever is easier.

jsocol is making some changes to waffle to support this. He'll probably be done by the time I file this bug because that's how good he is.
