64627 - themes list should shrink-to-fit

With a Linux build 2001010616 and everything fresh at the defaults (of note:
Modern theme, normal font size for 100dpi), I was not able to switch themes
without resorting to resizing the prefs window. This is totally unintuitive,
especially since there's no visual clue that the "apply theme" button is missing
because of lack of space. I bet a lot of users will just give up on theme switching.

I'll attach a patch that makes the situation much better for me: it adds flex to
the themes list, which should be enough for most cases.

i think autosizing is probably bad (mpt?), however not showing the full panel 
is also bad.  fwiw iirc mpt doesn't like the apply theme button at all [it's a 
temporary thing i hope].

if no one complains [sic] i can review this.

i'd rather not have autoresizing in the prefs dialog [imho]. joe, do you own the
content in the Themes pref panel? perhaps the 'Installed themes' list box could
be made smaller...

No, this used to work, so it's a regression that we need to find.  We have 
another bug on this that I'll find soon...

sairuh, I don't really "own" the themes pref panel but I have worked on it a 
bit... this one came out of nowhere a couple weeks ago and I don't know what's 
causing it

if you think this particular bug is *not* a duplicate, please provide a
compelling reason, as well as check a recent *trunk* build (on the appropriate
platform[s]), before reopening.
