The "Apply <theme>" button in the Themes preferences box is hidden unless I
manually resize the window to make it larger.

Reproducible: Always
Steps to Reproduce:
1.Go to Edit->Preferences->Appearance->Themes
2.Note that "Apply <theme>" button is not visible
3.Make the window larger, and it appears

Actual Results:  The button is only visible after the window is resized.

Expected Results:  The button should be visible regardless of the size of the
window, and should definitely be visible with the default window size.
