Tab groups should be common for all windows like buffers in Emacs. I'd like to press C-n C-S-e and choose (possibly without touching a mouse, but that's a different story) a group I've created in a different window to have two windows with two different tab groups. And when a window is closed then of course all groups created with it remain.

Reproducible: Always

Steps to Reproduce:
1. Open few tabs
2. Group them with Panorama
3. Open a new window
Actual Results:  
Panorama in the new window doesn't comprise groups created in the first one.

Expected Results:  
Panorama in the new window comprises tab groups created in any and all other windows.
